Greater Emphasis on Patient Safety to Boost Uptake of IT Systems in the French Healthcare Industry
The increasing focus on enhancing patient safety in private and public hospitals that exist in the government-created framework of the healthcare industry is fuelling the demand for IT solutions. Efforts to improve the decision-making processes, avoid medical errors, minimise the exposure of patients to unnecessary ionising radiation and reduce the duration of treatment and hospitalisation of patients are likely to improve healthcare delivery. This has resulted in growing demand for the implementation of IT solutions to provide high-quality cost-effective healthcare in France. Further, the shift from administrative systems modules to clinical systems used in tandem with the latest technologies in diagnostics and treatment modalities is expected to increase the uptake of healthcare IT systems. The availability of highly flexible solutions that can be integrated with existing modalities and systems is also expected to facilitate the implementation of IT applications.
This Frost & Sullivan research service examines the French healthcare IT market, segmenting it into legacy systems, patient administrative systems (PAS), enterprise electronic medical records (EMR), primary care health records systems, order entry/appointment systems, picture archiving systems (PACS) and radiology information systems (RIS). The study analyses major industry challenges, market drivers and restraints, and potential threats faced by the market participants along with a comprehensive analysis of the market.

Identification of New Target Markets to Increase Implementation of IT Solutions
Healthcare IT systems have initially focused on business/administrative modules that facilitate patient data administration and financial reporting. However, with advances in the functionality of clinical information systems, the demand for EMR systems for hospitals and primary care as well as the order entry systems (that allow monitoring of resources during patient care) is expected to increase. Integrated solutions linking primary care centres, hospitals and the patients through smart technologies such as microchip-based cards, are also expected to gain popularity. Supported by these trends, revenues in the French healthcare IT market are projected to increase from $726.0 million in 2004 to $1,034.0 million in 2008.
In addition, public sector hospitals are compelled to invite European tenders for investments above a specified level and this makes the decision-making process lengthy and tedious, says the analyst. In the absence of a definite budgetary allocation, targeting the private sector is an easier prospect as there is no involvement of regulatory bodies.

Implementation of Healthcare IT Standards to Increase Uptake of IT Systems
Clearly, there is a requirement for the implementation of IT standards in the healthcare market. Implementing these standards will stimulate competition and reduce costs, permitting healthcare institutions to implement low-entry systems and gradually build up large-scale IT solutions. Besides this, standardised products improve compatibility among medical applications and systems by allowing products from multiple vendors to exchange medical information. Standardised products are also easily replaceable and pose less risk compared to proprietary solutions, says the analyst. Hence, systems without international standards are unlikely to survive in the market, as there will be no acceptance from end users.
Besides standardisation issues, budgetary deficits and the lack of government initiative are adversely affecting market growth. Moreover, the market remains highly fragmented, with public sector groups actively pursuing the development of systems and European firms targeting the lucrative installed base of existing market participants. Hence, partnerships or joint ventures with companies in a niche segment to complement existing product lines and enhance existing product portfolios will help create a competitive edge in the market.
