Because of Climate Change and CO2 issues the utilities around the world are in a race to upgrade their decades old infrastructure to make it more intelligent (ie smart grids). In this process they are moving away from looking at broadband as a new revenue stream (BPL) and all their energy is now focused internally with their telco skills being used to upgrade their networks for internal (smart grid) purposes.
