The total offshore investment market in the 13 offshore centres under examination stood at just under EUR 4 trillion in assets in 2003, having grown at a CAGR of 8.0% since 1999. This represents an absolute increase in balances of assets held offshore of EUR 1 trillion in the last 5 years.
We have survey indicates that, while the British Isles and to a lesser extent the Caribbean are preoccupied with the effects of the upcoming EU Savings Tax Directive, offshore players in Asia-Pacific believe that competition, both from offshore and onshore players will be the biggest threat to gaining new clients in the next two years.
In the longer run European governments are not realistically going to leave some offshore centers out of the fold in their quest for undeclared European monies and other offshore centers will be lobbying hard for a level-playing field in this respect.
