Managing the Optical Network
provides a comprehensive analysis of the market for network management systems and technologies. Specifically focused on the challenges and opportunities for managing optical networks, this report includes assessments of the various network management and related OSS software packages provided by selected equipment vendors as well as ISVs. As with all CIR reports, interviews with carriers provide the vital insights into the practical application of these systems and policies.

This study delivers critical evaluations of network management system functionality for each supplier through comparative analysis based on user feedback. This report also provides a review of the major issues in managing optical networks including:
- Integration of optical network elements and element management systems into legacy Operational Support Systems. - Requirements for interoperability of disparate systems and vendor software for unified management functionality. - Relevance and competitive advantage of proprietary, vendor-supplied software vs. open standards-based management platforms from third parties. - Estimation of the impact of a decline in the growth for capital expenditure on network management projects and systems by carriers, including cost/benefit trade-offs for full back office integration. - Objective market projections in U.S. dollars for optical network management software systems. Though it is necessary to discuss legacy TDM and packet network management solutions and paradigms for the purposes of integration and interoperability, this report will be limited to the analysis of optical network management systems by primarily focusing on systems delivered by vendors in conjunction with, or explicitly designed for, optical network equipment.

The overall category of network management is inclusive of several individual subsystems which will be addressed separately whenever possible in order to segment and compare functionality (to the extent that each vendor offers specific solutions) within the following areas:

This study is based on primary research. CIR conducted interviews with engineering and software product experts at service providers and software vendors. Additionally, CIR used public information from product literature, web sites, white papers, SEC filings, and other publicly available documents from these companies.

Furthermore, CIR leveraged insights gained from previous research projects in the optical switching and service provider reports, including, Managing the All Optical Network.
Plan of this Report
Chapter Two provides a review of the current state of technology, standards and subsystem functionality for managing optical networks.

Chapter Three profiles the management systems and functional approaches of leading optical equipment vendors, in addition to customer comments on vendor solutions.

Chapter Four profiles ISVs that develop third party software, typically for unified and complete network management functionality in heterogeneous vendor environments.

Chapter Five compares the various approaches leading service providers have taken to manage the optical segments of their respective networks.

Finally, Chapter Six gives projections out to 2006 for optical network management software.
Forecasting Methodology
Forecasting market size and growth rates is difficult and imprecise. Building and relying on predictive modeling algorithms may sound scientific, but often this blind faith in formulas and processes oversimplifies or exaggerates ancillary factors that may or may not be material to the specific market in question. The network management market is especially difficult as it is the sum of several subsystems that may be sold separately or may be pre-integrated as part of a larger suite of software. Additionally, carving out the portion dedicated to optical networks is challenging. What are explicit and distinct software revenues for some vendors are completely enmeshed in overall revenues for others. Lastly, the introduction of new technology and software in the network operations of a given service provider is rarely done without integration costs. The fees collected for these software integration projects can be substantial and are not always delineated in the project budget.

In keeping with CIRs conservative approach to market forecasting, the projections for the size of optical network management systems are based on the following factors:
- Assessing the capital expenditure by carriers with optical equipment manufacturers, and understanding the relative breakdown of hardware vs. software costs. This is achieved through CIR's frequent and ongoing communications with service provider clients. - Software revenue and unit objectives coupled with OSS strategy by major optical equipment manufacturers. - CIR's internal expertise and familiarity with OSS system design and utilization. CIR analysts are industry veterans, bringing diverse operational experiences ranging from actually building and maintaining optical networks, to managing the development and deployment of OSSs.
