2004 was a critical year for China's mobile value-added services (MVAS) market. Prior to 2004, the market was allowed to grow without much operator or government interference. This relaxed atmosphere led to the emergence of thousands of MVAS service providers (SPs), most of which provided SMS-based services. In 2004, growing user complaints of illegal business practices led operators to crack down on SPs, denting the sector's rapid growth.
