The battle for assets has been under way since the beginning of 90s. However, it was during the presidency of Vladimir Putin when different elite groups and the society faced it most sharply. The fact was that at the beginning of the battle of assets redistribution in the 90s, the political regime was consolidated and served interests of oligarchs. Besides, it was property of the state that had been distributed. It means that the assets did not belong to anybody and there was no need to fight for them. Political groups that have come to power with Vladimir Putin have a completely different view on the process of assets redistribution. The Fight of the elite for choicest pieces of the Russian economy is escalating.

Who are old and new players in this fight? How do they explain their rights for property ownership? And the most important – which mechanisms do they draw to get or to defend the property? Finally, how long will the process continue and what will be its outcomes? Experts of the Center for Current Politics in Russia answer these and many other questions.

This report analyses the following:

Differences in Yeltsin's and Putin's phases of assets repartition. From the state-owned assets repartition to assets take-over from private business groups.
