New Zealand is currently considering major changes to policy and regulation with respect to the broadband industry. The Government has plans to provide public funding of around NZ$1.5Bn to build a national fibre-to-the-home network. The plan will create a number of Local Fibre Companies (LFC’s) which will operate fibre-to-the-home network infrastructure in specific geographic areas. The broadband service provider market is currently dominated by Telecom New Zealand which commands nearly 70% of the retail market and provides the lion’s share of wholesale services. A number of medium sized players such as Vodafone, TelstraClear, CallPlus, ICONZ and Maxnet share 25% of the market while there are also a number of small niche providers. ADSL2+ services became available in 2008 from both Telecom and local loop unbundling operators, and take-up has accelerated in 2009, a trend that is likely to continue through to 2010/2011 by which time fibre based services may be more widely available. Both Vodafone and TelstraClear have invested in VDSL2 technology. This report provides an outline of the key broadband providers in the New Zealand market as well as broadband statistics and forecasts to 2010.
