China’s state-owned incumbent has become two separate carriers that now appear bent on competing against each other for customers. Although announcement of the merger was made official months ago, major issues in establishing this new competitive environment have not come far in being resolved - the “split” of China Telecom’s long-distance assets, interconnection agreements, and price controls are all questions that remain. As unlikely as it appears, however, the two carriers may actually be making inroads into China’s most competitive market - mobile services.
