Subsoil Use Program in Russia for 2006-2020 examines the plans of the Russian Federation for the development of the oil and gas fields at the shelf.
The Program objective is to form in Russia’s water areas a HC resources base and establish production potential first for crude oil and condensate in amounts enough to ensure national energy security and sustainable development of the fuel and energy industry during the period of the replacement of the main oil and gas production regions by raising effectiveness of the state management of the subsoil fund of the continental shelf at all stage of its research and development.
The main Program tasks are:
-to ensure the accelerated geological investigation of the continental shelf using state-of-the-art technologies, discovery and evaluation of new offshore oil and gas fields, their preparation for development, and efficient production. Efficiency of preparation of the resource base shall be speeded up and its development enhanced by attraction of subsoil users of all property forms through auctions and tenders for the HC prospecting, exploration, and production rights;
-to ensure the flow of investment and introduction of new technologies into offshore field prospecting and exploration, development of the production and transport infrastructures in new oil and gas production centers on onshore territories thus to promote solving of socioeconomic problems of these territories;
-to form a new source of federal budget financial (including currency) receipts in the form of lump sum payments, tax and customs payments, and payments for shares in production and transport infrastructure facilities and to maintain its stable functioning.
