The General Plan for Creation of Oil and Gas Complexes in the East of Russia

The article is devoted to the creation of oil and gas complexes in the richest area of the Russian Federation which is of great importance for oil and gas consumers in Europe and the Far East. The article shows tendencies and the main principles in the fields of exploration, extraction and delivering of oil and gas to the world markets. The authors also analyze the situation over the biggest oil and gas deposits in the Far East.
In the eastern part of Russia (in the Eastern Siberia and in the Far East) because of the significant amount of geological explorations carried out in the second part of the XX century especially in 1970 – 1980s up to the present day dozens of oil – gas fields have been found. Among them there are such unique and large as Kovykta field, Chayandinskoye field, Urubcheno – Tokhomskoye field, Verkhnechonsk field, Srednebotuobinskoye field, Talakanskoye field, Kuiumbinskoye field and others. A number of serious opening – outs were made in the North – East of the Siberian federal district – in the Turukhanskiy district of Krasnoyarsk Territory and in the Taimyr Autonomous Area.
The creation of new centers of gas and oil exploitation (first priority is within Eastern– Siberian oil and gas complex) would give the opportunity to solve a number of the biggest state problems. First, the effective work of these centers will facilitate an increase in the gross regional product and gross domestic product in the country as a whole; according to the SB RAS the gross regional product per capita will increase from 3.500 USD/ year in 2005 up to 18.400 USD/year (in prices of 2005) in 2020 and up to 33.300 USD/year (in prices of 2005) in 2030.
