This DSL benchmark analyses the top ten DSL countries in the world. The countries were selected according to high levels of DSL penetration in conjunction with overall subscriber numbers. There are now seven European countries within our top ten list, whereas there were only five in our previous top ten DSL benchmark from 2006. Though the implementation of the European framework has been very slow and has not been entirely finished, in several countries it has fostered investments by alternative providers in broadband technologies. In all of the European benchmarked countries, operators have deployed their own DSL infrastructure, enabling not only competition on the retail level but also on the wholesale level.
