Local loop unbundling (LLU) is one of the key policy mechanisms adopted by the European Commission (EC) and Western Europe’s telecoms regulators to force competition into the last mile.

More than a year after the EC first issued its unbundling schedule, however, the process has proceeded far more slowly than planned - and very unevenly across the European Union (EU). The interim, unintended result: incumbents in most West European countries continue to control upward of 95% of access lines, and they have also gotten a jump on alternative carriers in the rollout of DSL services.

In this White Paper, Pyramid Research takes a close look at the progress to date of local loop unbundling across the EU, with a particular focus on Germany and the United Kingdom - the leader and laggard, respectively, among Western Europe’s major markets. Recognising that confusion surrounds the definition of progress as reported by regulators and operators, we will first attempt to clarify the definition and components of LLU, before proceeding to identify the key snags in the process and their effects specifically in Germany and the UK. Last, we will analyse the impact of LLU difficulties on the development of Western Europe’s fledgling digital subscriber line (DSL) markets. This paper is critical to carriers and equipment vendors looking to capitalise on the opening of Western Europe’s access markets.
