Passenger Travel in the UK Market Report 2007

Household expenditure on travel and transport in the UK is estimated at £79.61bn in the year ending March 2006 — an increase of 5.2% compared with the previous year. Most of this was accounted for by motoring expenditure. The turnover of companies supplying public transport services by land, air and sea reached an estimated £14.38bn in the year ending March 2006 — a 7.1% increase on the previous year.
This Review covers all passenger travel within the UK (including Northern Ireland) but excludes international travel beyond the country's borders. It covers all major modes of transport — road, rail, air and water — and all reasons for travel, including business travel and journeys to work, as well as travel for leisure and other personal reasons. It also examines the providers of the services and infrastructure that address this demand.
Although it is now around 20 years since many of the organisations that serve the domestic market for passenger travel were transferred from the public sector to the private sector, government policy still has a significant impact on the market, both in terms of the regulatory framework within which service providers have to operate and in terms of the financial support available to them. Concern about the environment has led to proposals for new initiatives such as alternative or additional forms of taxation, road tolls, road pricing and congestion charging. Unsurprisingly, there has been a backlash against these proposals from many members of the public, particularly motorists.
Another important influence on this market has been the development of the Internet. Its impact has been seen in many sectors, most notably in the role it has assumed in distributing domestic as well as international travel. Not only do transport operators' websites provide a source of information about services and fares, but even local transport products such as the Transport for London (TfL) Oyster card can now be purchased online.
The market for domestic passenger travel is relatively mature, and one in which most future trends are likely to represent a continuation of earlier ones. This suggests that the key issues over the next few years will include the role of the Internet in providing information about transport services and providing an efficient means of distributing them, the desirability of finding alternative ways to charge for the use of the road-transport infrastructure, the impact of franchising policy on the rail sector, and the need for financial support for certain public passenger-transport services on social grounds.
We predict that the market as a whole will show modest growth between 2006/2007 and 2010/2011, but with the rate of increase varying from sector to sector.
