Professional Employer Organizations 2007 Outsourcing Vendor Rankings and Results includes 2113 qualified respondents ranked 102 services suppliers offering some segment of PEO business processes as part of the Black Book annual survey conducted Q2 2007, via web survey instrument.

The Top 20 PEO vendors are ranked in this report.

The major functions of PEO included end-to-end benefits options and management, technology services, employer liability management, and employment administration services, inclusive of personnel processing and payroll.

Additionally, to the eighteen criteria of PEO Outsourcing operational excellence compiling the ranking of vendors, two questions specific to PEOs were included which asked clients to prioritize: (a) what they saw as the top PEO three (of twenty options) contributions to their organization in 2007, and (b) which users in specific verticals anticipate an increase of business process transition in internal expansion to PEOs in 2008.
