Description In 2005, the Commonwealth of Virginia and the County of San Diego signed contracts for outsourced IT infrastructure worth more than $2.5 billion over the next decade. This was Virginia’s first foray into a public-private partnership for enterprise IT. For San Diego County it was the first re-compete of an arrangement that began in 1999.
