Public Funding to Boost Diagnostic Capabilities Driving Uptake of Medical Imaging Devices and Laboratory Analysers

Ghana’s healthcare industry is experiencing various areas of growth. However, the drive towards improved diagnostic capability has led to high demand for medical imaging devices. The Ghanaian Government has invested in the revitalisation of all public hospitals; the equipping of 41 selected public hospitals with imaging devices form part of this endeavour. A major challenge in Ghana is the lack of funding in order to finance the high initial cost of capital equipment. Nevertheless, support from foreign manufacturers and donors has made this a reality and the medical devices industry is growing at a rapid rate. The key drivers of growth include government investment into public hospital revitalisation and the National Health Insurance Scheme, which has made healthcare goods and services more affordable to Ghanaians. The high incidence of infectious diseases is, at the same time, pushing the diagnostic imaging and laboratory analyser market in Ghana.

'The biggest drive towards the uptake of medical imaging devices and laboratory analysers in Ghana is the fact that Government is investing in this area in order to improve the diagnostic capability of the country,' notes the analyst of this research. 'Due to the high incidence of various infectious diseases, the Government of Ghana has invested significant capital into the upgrading of their hospitals, removing obsolete equipment and replacing these with new and improved equipment.' In order to meet its umbrella goal to improve healthcare services and make it more accessible to the population, medical imaging devices, particularly improved X-ray devices and ultrasound equipment have been placed by the Government in 41 selected public hospitals. In addition, the Government is also upgrading public laboratories – manual operations at labs are being automated, supporting sizeable growth in the analyser market. The Government’s goal to have diagnostic capability easily accessible to the population is increasing the growth of this industry.

Mobile Units Emerge as Possible Solution to the Challenge of High Initial Capital Investments

The Ministry of Health (MOH) is the largest buyer of medical equipment in Ghana. However, the MOH does not allocate sufficient funds to procuring the necessary devices. With funding being a key restraint to the uptake of new technologies, the medical device industry is especially affected due to the high initial capital investment required. While there is major demand for medical devices in Ghana, the capital investment required to procure the equipment is not always available. The public sector relies greatly on donations, while the private sector exhibits a preference for refurbished equipment. The implementation of a mobile unit with devices that can be shared between hospitals will be a key solution to the capital constraint facing the country.

'In order to meet the needs of both manufacturer and end-user, a mobile unit set up by manufacturers that would allow hospitals to share particular devices could decrease implementation and maintenance fees and could instead operate by charging service and training fees,' explains the analyst. 'This will be a less capital intense endeavour for end-user groups in Ghana while still allowing them to have access to the latest technology – a pressing requirement for all African countries.'
