The reform of the gas industry in Russia makes its first, but already confident steps. The Government intends to liberalize the market of accompanying gas and then ensure a non-discrimination access of independent producers to the pipeline system of "Gazprom". The Russian oil companies are more and more active in the gas market trying to undermine "Gazprom's" monopoly. The oil companies are buying up gas-processing complexes and are going to form a group of oil-chemical complexes according to the "Sibur" pattern.

This special paper of the Center for Current Politics studies the ongoing repartition of the gas market. The Report not only analyzes the reasons and the development of transformations but also estimates the prospects of the Russian home market of gas.

The Report dwells on the following issues:

Main players of the gas market. The strategy of "Gazprom", activities of the quasi-independent companies created by it, expansion of the oil concerns into the gas sphere

Political aspects of the liberalization of the gas market. Interests of the key political figures, mechanisms of lobbying the interests of the market participants

Project of the gas market reforms. The stance and the proposals of "Gazprom", the Government, the Federal Energy Commission and oil companies.

Forecast of the development of the situation in the gas market
