The expansion projects of the Russian oil and gas companies have been drawing ever more attention recently. The free money resources of the concerns enable the companies to realize very ambitious projects. For example, only in June in the center of the public attention there were several major events connected with Russian firms. For example, the Yukos company signed a cooperation agreement with the Lithuanian oil complex Mazeikiu Nafta (run by the American company Williams International) that provided for the Russian partners' acquisition of the 26,85% share of the Lithuanian firm. Meanwhile, the 'Alliance Group' declared its readiness to buy the 25% share of the Kherson oil-processing factory (Ukraine) that belongs to the Kazakhstan national oil-and-gas company 'KazMunaiGaz'. In this respect the new research of the Center for Current Politics in Russia is of special interest.

The paper considers the efforts the major Russian oil and gas companies undertake in order to become transnational corporations at the expense of buying up profile assets abroad. The report studies the geography of the expansion, political and economic ways of its realization, opponents and proponents of the Russian fuel and energy complex's expansion as well as scenarios of possible future developments. The paper gives special attention to the aggressive activities of the Russian companies in Russia's close neighborhood, the Baltic States, Eastern and West Europe and Iraq. It also analyzes expansion into the countries that are so far at the periphery of the attention of the Russian oil and gas groups but are very promising for their future activities.

The paper dwells on the following issues:

- economic and political reasons for foreign expansion of the Russian oil and gas companies

- internal and external opponents of the expansion, their interests and strategies

- the Russian power structures' attitude towards the oil and gas companies' buying up assets abroad

- 'Gas diplomacy' of Russia: 'Gasprom's' policy in the CIS and in the European market
