The Czech Republic has one of the most developed and technologically advanced pharmaceutical markets in Central & Eastern Europe (CEE). Despite the impact of the economic downturn, BMI believes that Czech medicine sales growth will remain healthy, if not overly impressive, over the next five years, reflecting the country’s status as one of the most mature in the region. In 2009, the drug sector is likely to contract in US dollar terms, reaching a value of US$3.74bn, although this is mainly due to exchange rate fluctuations, with BMI forecasting a 2.4% growth in real terms in local currency. Meanwhile, growth should recover in 2010 and we forecast a compound annual growth rate (CAGR) of 5.3% in local currency from 2008-2013, with the market reaching US$5bn.

According to the latest data from the Institute for Health Information and Statistics (UZIS), healthcare spending reached CZK259bn (US$15.2bn) in 2008, representing 7% of GDP. Growth has been rapid in recent years with health expenditure standing at just CZK209bn (US$11.7bn) in 2004. Yet, the burden on the state seems to be decreasing. In 2008, total out-of pocket expenditure on healthcare reached CZK40bn, representing around 15% of total health spending. Of this, the controversial fees for hospital stays, doctor consultations, and prescriptions accounted for CZK5bn (US$279mn).

However, the future of health fees – which were introduced in January 2008 – remains in doubt as the outcome of the upcoming Czech parliamentary elections is expected to be exceptionally close. BMI believes that the likely lack of a clear parliamentary majority will significantly limit the power of both parties to drive forward an ambitious policy agenda, whether that be the social protective agenda of the CSSD or the fiscal austerity and market reform agenda of the ODS. This could result in neither side having the support to enact wide-reaching health reforms.

In company terms the most significant news in the quarter was Swiss drugmaker Nycomed’s purchase of the marketing rights for 20 branded generic products from Sanofi-Aventis and Zentiva – across a number of countries in CEE – in an effort to strengthen its position in the region. The portfolio additions, which will be marketed by Nycomed in the Czech Republic, Slovakia, Romania, Hungary, Estonia and Bulgaria, should generate annual turnover of approximately EUR17mn (US$24mn). Meanwhile, pharma major GlaxoSmithKline (GSK) has displayed strong growth in the Czech Republic recently, driven by sales of vaccines such as Cervarix, which prevents cervical cancer. This performance should continue in 2009, with the Czech government announcing that it will buy 1mn doses of swine flu vaccine from the British drugmaker, with delivery beginning in September 2009.

The Czech Republic has maintained 2nd place in BMI’s Business Environment Ratings for CEE, as a result of the relatively large size of the drug market and the high per capita spend. However, deficiencies in the country’s intellectual property (IP) regulations remain a major drawback.
