Analysis of China's Future Development of Smart Grid, 2009

Smart grid is a power system bases on generating, transmission, distribution and consumption with the integration with new power control technology, information technology and management techniques, its features are natural repair, security, economic and clean. Smart grid is able to achieve from power generation to consumption every links' information with intelligent exchange, it can be done system optimization with generating, transmission and consumption, is a new trend in the transformation of world's electric power system. According to China Electricity Council’s statistics that in 2008, the total investment of China's power infrastructure was 576.329 billion yuan, of which grid investment reached 288.456 billion yuan, a year-on-year increase of 17.69%, accounting for 50% of the total power investment. Although the power grid investment has been continued to increase, but the smart grid’s R & D and investment, compared with the United States IBM, General Electric, Google, is still a big gap. It is a common agreement that that China is necessary to develop a Smart grid system with independent intellectual property rights, which can effectively improve China's power efficiency, speed up the development and utilization of renewable energy, promote energy-saving emission reduction goals, and in the broader context can further expand domestic demand, stimulating the national economy steady and rapid development. In terms of national plan that the year of 2012-2015 is the full construction phase, which including draw up smart grid construction standards and implementation standards; to track the advanced development technology and conduct assessments; to revise development plan and smart grid’s construction is in fully process. By 2015, the Chinese smart grid network will be basically built up with global leading technology and equipment. The national grid will be basically with high-voltage power grid as the backbone and cooperated with every levels of local grid; has the capability to accept and optimized the large-scale thermal power, hydropower, nuclear power and renewable energy; in some key regions of power grid will build up or transform load-center substation with intelligence; initially built up intelligent Scheduling center with international advanced level; two-way interactive services in the major cities will be promoted and in some areas will pilot to carry out distributed energy; and will basically build up SG-ERP system. The power system condition in different areas of China is very different, the condition of China’s energy and electricity load distribution, as well as the monopoly electricity market to determine the long-distance power transmission and transformation will be the direction of the development of China’s power system, the user intelligent in a short-term only need to gathering users’ power utilization information.
