The Bulgaria Tourism Report provides industry professionals and strategists, corporate analysts, tourism associations, government departments and regulatory bodies with independent forecasts and competitive intelligence on Bulgaria's tourism industry.
Tourism Overview Bulgaria has seen a drop off in the number of tourists visiting its territory in 2009. The most recent official data, from August 2009, released by National Statistical Institute of Bulgaria (NSI), show foreign tourist arrivals standing at 1.43mn visitors for the month, a drop of 10.1% year on year (y-o-y). Data released so far for 2009 show an overall decline in visitor arrival numbers as the global economic crisis weighs on consumer demand. Aside from January, each month has shown an annual decline in arrival numbers, which totaled 5,778,032 for the January-August period.
Forecast Scenario BMI’s forecast scenario for the Bulgarian tourism sector is best summed up as short-term pain, long-term gain. The country will record a sharp decline in overall tourist arrival numbers for 2009, with 2010 likely to achieve a just above flat performance. Beyond this point, we are hopeful that the country’s tourism industry can rebound strongly, at average annual growth rates of 6-7% for the years through to 2014. Much will depend, however, on the effectiveness of the government’s recent reorganisation of the tourism industry.
Reorganising Tourism Authority In Bulgaria In October 2009, parliament shut down the State Tourism Agency and merged its functions into the Ministry of Economy, Energy and Tourism. Shortly afterwards, the government divided Bulgaria into 13 ‘culture tourism’ regions as part of efforts to develop cultural tourism in the country. Bulgarian tourism has tended to focus on winter sports and summer beach holiday destinations, so diversification into cultural tourism may bear fruit in the years to come.
In April 2009, the government approved the National Strategy for Sustainable Development of Tourism in Bulgaria 2009-2013. The strategy aims to ‘enhance the competiveness of the tourist sector through effective use of natural and anthropogenic resources’. To help achieve this, the strategy recommends improvement in tourist infrastructure, the adoption of international standards and best practices and effective marketing of Bulgaria as a tourist destination. Financing for the strategy will come from the government, private organisations and the EU. The government is hopeful that the implementation of the strategy will help increase tourism revenues from EUR2.6bn in 2008 to EUR7.9mn by 2013.
BMI broadly welcomes this fresh focus for promoting tourism. Previously, efforts to promote tourism were split across several tourism boards, which reduced their effectiveness. However, mindful of the depressed global economic backdrop, it remains to be seen whether the government will be able to meet its ambitious tourism revenue targets in such a short timeframe.
