Black Book estimates that US organizations spent $134.39 billion on employee learning and development in 2008. This amount reflects direct learning expenditures such as staff salaries, administrative costs and non-salary delivery costs (including outsourced activities).

Scope of this research

- In 2009, the Black Book HRO industry survey investigated over 400 contracts held by 216 user organizations, conglomerates and corporations globally.
- In order to rank the organizations, 18 KPIs are employed, scored on each respective vendor by client type and ranked on a 0-10 scale per KPI.
