This research service gives a detail description of the various renewable energy (RE) regulations in Central and Eastern Europe (CEE). It contains an overview of the CEE RE market, policy and support mechanisms followed in the CEE countries and 19 country profiles.

This Frost & Sullivan research service titled Renewable Energy Regulations in Central and Eastern Europe – Strategic Analysis provides a strategic review of the renewable energy market regulations in Central and Eastern Europe (CEE). This research service is based on in-house knowledge and expertise, conferences attended by Frost & Sullivan, on-going conversations with clients and market participants, regular tracking of the market, research services published and extensive secondary research. The study covers the following CEE markets: Bulgaria, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia as well as Albania, Bosnia Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia and Turkey. The renewable energy technologies covered in this research service include biogas, biomass and waste-to-energy, geothermal energy, marine energy, sewage and landfill gas, small hydropower, solar energy and wind energy.

Market Overview

Increased Focus on Regulations to be the Most Significant Driver of the Renewable Energy Markets in CEE

The CEE region has always depended on fossil fuels such as natural gas from Russia due to which the renewable energy market was largely ignored. In recent years, with Russia’s threat of cutting off energy supplies, coupled with the stringent 2020 European Union (EU) directive on renewable energy, CEE countries are faced with the challenge of developing indigenous sources of energy supply including carbon-free energy. This has led to greater focus on renewable energy as well as on the regulatory framework.

“The EU Directive for 2020 is pushing renewable energy markets in Europe, especially in the CEE region as it has not been traditionally focusing on the sector except for large hydropower for electricity, and biomass energy for heat,” says the analyst of this research. “This is impelling CEE countries to review their energy portfolios and develop a strategy to achieve those targets in the most efficient way.” The 2020 targets for the EU member nations is the most significant driver for the CEE countries. The targets, coupled with energy security issues, are boosting the renewable energy market in CEE, making it attractive for investors and market participants.

The Rapidly Maturing Western European Markets to make the CEE Region Lucrative for Investors

Having habitually been reliant on fossil fuels, the CEE region lacks the political will to nurture and develop their renewable energy markets. This has manifested itself in the form of cumbersome planning procedures and lack of focus on strong and efficient incentive mechanisms. “Although the challenges persist, the degree to which they are affecting the market is gradually reducing as the governments of several countries have begun to address these issues in their efforts to create a more conducive environment for investment,” explains the analyst. “It is moving slower than expected but the efforts are translating into growth in many sectors including wind and solar energy markets.”

The CEE region is becoming lucrative for investors as markets in Western Europe grow rapidly and mature. Although there are some issues to contend with, the renewable energy market in CEE is in a relatively nascent stage with first-mover advantages. “There are several reasons that make the CEE region important,” concludes the analyst. “Most countries have large renewable energy target gaps, thus offering huge growth rates.” The relatively new market is also beginning to show evidence of installation of projects and improvements in the regulatory framework.
