The core objective of this report is to examine the impact of ongoing regulatory reform on the Health and Wellness Food and Beverages industry, through the lens of the European Food Safety Authority and its articles 13 and 14. Specifically, the report seeks to examine how a tightening EU regulatory framework will impact upon the product claims manufacturers are able to use and, ultimately, the performance of retail sales across the EU.

This briefing is the first in a series of three titles highlighting the impact of regulatory reform on the European health and wellness market, as well as any impact EFSA actions may have on the rest of the world.

In this first part, Euromonitor International examines the regulatory and market situation at the end of calendar year 2009. As such, the briefing will provide an overview of EFSA's process on food product claims as it pertains to nutrition, functionality and disease reduction. The report continues by analysing the breakdown of claims by type (nutrition, functionality, disease reduction) before compliance is required for the new EFSA framework.

In parts 2 and 3 of this series, Euromonitor International will examine how mandatory compliance with EFSA guidelines has impacted the market landscape for health and wellness food and beverages from mid-2010 and beyond. We will also examine the likely direction and possible effects of a changing North American regulatory environment.

Four specific health and wellness fortified/functional product categories are employed as a benchmark for the impact of EFSA regulations:

- Functional yoghurt (broken down by drinking, spoonable, probiotic/prebiotic and other functional)
- Functional spreadable oils and fats
- Functional gum
- Functional nectars (25-99% juice content)
