Proposed Thermal Power Projects in India (2009) Volume-I

Thermal Power in India holds significance as it constitutes over 63% of the total Proposed capacity (147,965 MW1) and 81%2 of the total generation in the country. According to CEA, the country faced peaking shortage of more than 12% and energy shortage of about 11% during 2008-09. To bridge the demand supply gap, the government has introduced policies and reforms to promote competition and make the sector open to all players. The government has also set ambitious targets for capacity addition for the XI and XII Plans. Taking cue from these, a lot of projects have been proposed specially in the thermal segment.
This report, as part of Power Project Report Series, is an effort to showcase some of these thermal power projects, which are at initial stage and/or are under various stages of regulatory clearances. The report further analyses some important trends mentioned as below:
- About 50% projects based on Super Critical technology: Out of the 76,198 MW being proposed and detailed in this report, about half of the capacity is through the super-critical technology clearly indicating a move towards more efficient and environment friendly technology.
- About 90% capacity of 1000 MW and more: About 90% of the proposed capacity to come from projects with an Proposed capacity of 1,000 MW and more demonstrating a shift to large installed capacities in order to reap economies of scale as well as to gain incentives from the government policies encouraging mega capacities.
- About one third capacity based on blended/imported coal: More than 65% of the proposed capacity from projects with indigenous coal as a fuel and more than 32% from blended or imported coal.
- About three per cent capacity based on gas as fuel The authors conducted an extensive survey over a period of eight months to collect the data of the projects which are under initial stages (getting critical permissions like Environmental clearances, etc.) keeping in mind the interest of the following stakeholders:
- Power Project Developers - Power Equipment Manufacturers - Banks, Project Financers and Investment Bankers - Consultants - Regulatory Bodies - Infrastructure Developers and Financers - Transmission and Distribution Companies - Power Traders - Coal Mining Companies - Coal Traders
