Chinese smart card market has become one of the leading markets in the industry.

Since 1993, the Chinese government has established smart card projects as a priority under the “Golden Card Project” program. The government's objective is to support the development of the smart card industry thanks to major projects, such as telecom
development, national ID card, social security card, etc….

The leading market for the smart card industry is and will remain SIM cards. China Mobile is the largest mobile network operator worldwide by the number of subscribers. China Telecom and China Unicom also have sizeable market presence. Thus the Chinese SIM card market represents one of the most attractive in the world, along with one of the most competitive, as a growing number of domestic vendors compete with internationally recognized brands. Mobile phone penetration is still at an average level, so more growth is in sight. Moreover, the development of the third generation of mobile communication opens new highways for market growth. SIM card is to remain the main smart card application in volume for the Chinese smart card market, as subscriptions will pass the 1 billion mark in 2013.

With an increasing bancarization and financial inclusion of the population, China is one of the largest bank card markets in the world, with more than 1.8 billion cards already distributed. However, for the time being, smart cards have been used only as a subject of pilots and trials. People's Bank of China and China UnionPay play a major role in the standardization and spread of banking cards. Options remain open whether China will engage in the way of EMV contact or contactless banking cards. When this development happens, it will have huge market implications for smart cards, terminals, and payment infrastructure market developments.

The Chinese government has launched several national identity projects. Distribution is under way to equip each Chinese citizen with and ID card. Then, with the launch of a national health insurance program, Chinese citizens are to be equipped with a healthcare card, which will bring a faster growth to this market.

Mobile payment services are already present in the day-to-day life of Chinese citizens. Extensive presence of mobile communication, along with the need for an improved payment infrastructure will lead to the convergence between mobile communication and payment with NFC (Near Field Communication) technology. Trials are already under way in Chongqing, as well as in other locations.

The transportation segment plays an essential role in the development of Chinese smart card markets. Following Hong Kong example, China main cities transport networks use smart cards as a means for payment, representing high volumes of contactless cards, for instance 50 million cards and tickets are in use in the City of Shanghai.

Thanks to these market developments on every market segment of the smart cards industry, and with a will to develop the Chinese industry, many Chinese smart card industrialists have appeared in recent years. They cover now all steps in the smart card value chain. Chinese smart card companies play a strong role on domestic markets and develop fast on foreign markets. For the time being, as Chinese smart card industrialists are still struggling for international recognition, they conquer markets mainly in Asia, Middle East and Africa, where they play a growing role.
