The Netherlands has one of the highest broadband penetration rates in the world, the result of large-scale government and municipal investment in broadband infrastructure. The country has comprehensive DSL and cable networks, with operators having invested in technology upgrades to improve data speeds. While operators are focussed on the delivery of fibre-based broadband, KPN continues to extend the reach of its vectoring VDSL services while VodafoneZiggo expected to deliver services based on DOCSIS3.1 to its entire network by the end of 2020.

The market share held by DSL, once the dominant platform, has fallen consistently for several years as customers migrate to faster cable and fibre-based networks. By early 2020 fibre accounted for almost 19% of all fixed-line broadband connections while the share held by DSL had fallen to 34%.

Although there are several smaller cable broadband providers, the sector is dominated by VodafoneZiggo, which controls 90% of this segment's share of subscribers.

A number of smaller players, including T-Mobile Netherlands, are building out fibre in in areas where there is no existing fibre, conscious that ongoing disputes concerning networks access have not resolved the high cost demanded by the main telcos for wholesale access to their infrastructure.
