Business Monitor International's Brazil Telecommunications Report provides industry professionals and strategists, corporate analysts, telecommunication associations, government departments and regulatory bodies with independent forecasts and competitive intelligence on Brazil's telecommunications industry.

The mobile market seems to have seen little in the way of a slowdown in Brazil, with major towns and cities continuing to generate strong growth despite having passed maturity. Low-cost services continue to attract new subscribers to the market, allowing the market to continue growing. However, while BMI continues to forecast strong growth, new subscribers will increasingly come from more rural areas, slowing the rate of growth and requiring heavy investment. Smaller operators may struggle to compete against the four major operators in the market, backing BMI's long-term view that consolidation can be expected.

Mobile market leader Vivo is at the centre of an ownership battle between Telefónica and Portugal Telecom, which jointly own the operator. Telefónica has made little secret of its desire to control Vivo, but the Portuguese incumbent is less than thrilled at the prospect of losing its major growth unit. Telefónica increased its offer for the stake in Vivo, but no deal had been struck at the time of writing. Telefónica is keen to merge its mobile and fixed operations in Brazil as América Móvil acquires Telmex Internacional, giving it converged operations in the Brazilian market through Claro and Embratel. BMI expects there will be fewer small companies in the market, as competing with these regional leaders becomes extremely difficult.

Brazil's government has turned its attention to the development of broadband services in the country, with the details of its Plano Nacional de Banda Larga (PNBL - National Broadband Plan) showing that former incumbent Telebrás is to be revived to provide the network needed to bring broadband services to a wider portion of Brazil's population. Operators present in the market are less than pleased, believing that competition will be damaged.

While BMI welcomes the news of expanded broadband coverage, we are concerned that the government's intervention may be detrimental to the continued growth of services. However, with demand for broadband as high as it is reported by operators and Anatel, we expect that subscribers will continue to be added to both fixed and mobile broadband providers, maintaining the sector as the fastest growing in Brazil's telecoms market.
