Armed with new data for Russia’s fixed-line, mobile and broadband markets, this quarter’s update to BMI’s Russia Telecommunications Report contains an analysis of the recent developments in the market. Operational figures published by key players show that growth in wireless and wireline services remain robust despite some sectors approaching saturation in the Russian market.
The mobile sector is one of such sectors that have continued to grow despite penetration approaching the 150% mark. In the first three months of 2010, major players such as VimpelCom and MegaFon recorded strong subscriber growth. Around 3.620mn net new mobile subscribers were added in Q110, bringing the total subscriber base to around 211.530mn. Slower expansion at market leader MTS and further reductions in inactive prepaid users at VimpelCom were the primary reasons why growth was slightly weaker than expected. At the same time, operating costs are increasing as operators extend networks to new markets and as the deployment of 3G systems continues apace. Fiercer pricing competition – led by Tele2 Russia, which entered 16 new markets in H209 – forced tariffs down in certain areas, and this impacted on blended ARPUs as well as profit margins, making for a tougher operating environment all round.
The spate of consolidation between mobile and fixed-line operators should result in the growth of bundled services. Mobile operators are increasingly looking to long-distance fixed-line services and broadband to diversify their offering in view of the expected saturation in the mobile market. With the acquisition of Synterra, MegaFon has joined fellow major operators, MTS and Vimpelcom, in establishing a stronghold in the fixed sector. Meanwhile, MTS has raised its stake in fixed-line operator Comstar-UTS as well as that company’s affiliate, Moscow-based incumbent Moscow City Telephone Networks (MGTS). MTS also acquired long-distance operator Eurotel in late 2009 as a means of cost-effectively creating a federal backbone network.
Rostelecom is set to become a major player in the mobile field having been awarded 4G mobile licences for 38 regions, excluding Moscow and St Petersburg. 4G licences were awarded for a total 40 regions in March 2010. There is still no confirmation that additional mobile spectrum will be auctioned in 2010, but Tele2 Russia remains keen to gain access to further geographic markets and the 3G or even 4G fields. BMI considers it likely that Tele2 will bid aggressively for new spectrum in Moscow and St Petersburg, should it be offered, as this would put it on a more even footing with its rivals.
