Besides they must provide innovative services and alternative plans, which can minimize the delay of regulators for important issues that impact market development. The delay on important regulations, particularly with regard to number portability, prevents the migration of users to other mobile service providers. This makes it difficult for small operators with limited coverage. 'Mobile operators must prioritize 3G network coverage as a means of generating revenues with advanced data services,' says the analyst. 'Investments to boost network capacity and setting up of application stores will rev up the demand for advanced content services and help retain high income clients and trigger revenue growth.'
