Pre-engineered Buildings to Provide Relief for the Accommodation Crisis in South Africa

PEBs are primarily used as an alternative to conventional buildings. They are constructed using a pre-determined inventory of raw materials that can satisfy a wide range of structural and aesthetic design requirements. Government expenditure is one of the key drivers of the South African PEB market. The Government is resorting to the use of PEBs as they can be constructed much faster than conventional buildings, especially to accommodate students in schools and patients in hospitals. In South Africa, the bulk of PEBs are utilised in the industrial sector and the overall demand for PEBs is mainly dependant on the end-user needs and functionality of the buildings.

“A spurt in the growth of the construction and energy industry has resulted in an increase in the demand for PEBs in South Africa,” says the analyst of this research. “The restructuring of Eskom’s countrywide power stations is particularly significant as it is an undertaking that has witnessed the erection of PEBs at every site location.” Eskom’s expansion plan up to the year 2014 has an investment of over $52.00 billion associated with it. The construction of stadiums for the 2010 Fédération Internationale de Football Association (FIFA) World Cup tournament as well as greater Government expenditure in the health and education department has already led to a sharp rise in the demand for PEBs. Additionally, the construction of the Gautrain in the Gauteng province has marginally stepped-up the demand for PEBs.

However, the quality of PEBs is perceived to be inferior compared to that of conventionally built buildings. Low-cost houses are still constructed with bricks and cement, instead of the considerably lower-priced pre-engineered alternative. “Municipal regulations are fairly inflexible when it comes to defining a proper building,” explains the analyst. “Their definition compels builders to use conventional brick and cement buildings as they do not recognise PEBs as inhabitable structures.” The increased expenditure by the Government on health and education presents an opportunity to change the negative perception about PEBs. “The speed at which PEBs can be completed and occupied is a critical contributing factor to their success,” concludes the analyst. “With the components being made in the factory, a superior quality control system should be implemented with an assurance that the end-users will receive buildings of the highest quality.”
