This paper was originally prepared for discussion at a July 1989 seminar of the Fund's Executive Board. The paper consist of two main sections. The first of these (Section II) analyzes the effect of debt and debt-service reduction on the contractual and market values of a country's debt. The second main section (Section III) describes the Fund staff's preliminary attempts to describe and quantify the macroeconomic effects of debt and debt-service reduction.
