Two main types of satellite communications are discussed, fixed satellite communications and communications on the move. This market includes four major segments, satellite service providers, System Integrators, Equipment and Hardware Vendors, and Internal Government Spending. Over 80% of the U.S. government and military satellite communications is done via commercial satellite operators and this is the market studied in this research study.

The market for spending by the U.S. Military and Government can be broken into two major markets: Fixed satellite communications and Communication on the Move, or COTM. Within these two markets there are four main types of market participants: Satellite Service Providers, Equipment and Hardware Vendors, System Integrators, and Internal Government Spending.
- Satellite Service Providers: These companies own or lease satellites and sell bandwidth on their satellites and transponders to the U.S. Military and Government. The U.S. Military and Government uses this satellite bandwidth for global communications and broadcasting of voice, data, and video traffic. Satellite Service Providers include fixed satellite service providers Intelsat, Eutelsat, and SES, and mobile satellite service providers Iridium and Inmarsat.
- System Integrators: System Integrators offer professional services to the U.S. Military and Government for Satellite Communications industry related activities such as installing satellite antennas on vehicles and fixed locations, and managing or operating satellite services for the U.S. Military and Government in an outsourcing capacity. Key System Integrators are Caprock, Artel, and GSI.
- Equipment and Hardware Vendors: Companies in this segment offer antennas and other physical gear for the support of communications with satellites. Equipment can range from satellite phones for handheld use, to small satellite terminals found on vehicles for Communication on the Move, and large satellite dishes and surrounding network communication hardware for fixed high bandwidth transmission. Major participants include: General Dynamics, Rockwell Collins, and Harris.
- Internal Government Spending: This segment procures equipment, satellites, launch activities, and professional services that allow the government to own and operate communications satellites. These programs can be highly secretive performing communications, surveillance, and other satellite related activities that are often vital to national security. An example of Internal Government spending would be the Wideband Global SATCOM (WGS) program. This program is in the process of launching and operating 6 Boeing 702 satellites. Some of the main companies involved in this market would be Boeing, Lockheed Martin, Loral, BAE Systems, and General Dynamics.
