South Africa’s information and communications technology (ICT) sector is in a state of transformation that is blurring the historical distinctions by which the sector has previously been understood. The ICT sector comprises three main divisions, namely information technology, communications and broadcasting.
Following the global trend, much of South Africa’s expenditure in the ICT sector is committed to communications technology, specifically fixed-line and mobile communications. However, the separation between fixed-line and mobile services is no longer clear, and voice and data communication are converging, along with video, towards triple-play services.
A sector that just 15 years ago was dominated by a single State-owned fixed-line player, is now seeing the emergence of new operators on the back of managed liberalisation measures.This report examines South Africa's telecommunications industry, including information on the structure of the sector, and aspects of its legislative and policy environment.
