Increasing Revenues from Oil Exports - Strategic Objective Behind Kuwait’s Nuclear Power Program

Summary

Kuwait is one of the largest producers of oil in the world and an important Organization of Petroleum-Exporting Countries (OPEC) and Gulf Cooperation Council (GCC) member country. The country is also one of the richest nations in the world. Kuwait recently announced plans to develop nuclear power, with four reactor units totaling a capacity of 4,000 Megawatts (MW) being planned by 2022. The government estimates that the demand for the power generation in the country is expected to grow annually at 7.4%, reaching 25 Gigawatts (GW) by 2030. Kuwait currently is neither an exporter nor an importer of electricity. However, the country is planning to export its oil reserves to other countries and earn foreign revenues. The country is seeking nuclear power so it can use its oil reserves for more strategic reasons such as for export purposes. To effect the development of nuclear power in the country, Kuwait has established its own nuclear energy commission to oversee the development of nuclear power. In order to further its plans for nuclear power development, the country also signed a number of agreements with countries that are well-established in the nuclear industry through 2009 and 2010. These include Japan, Russia, France, the US and Jordan. The low greenhouse gas-emitting potential and strategic and economic benefits associated with nuclear power are the key reasons for the country’s plans to go ahead with deployment.
