Telecom Investment Research NoteThe deployment of Next Generation Networks (NGNs) is relatively nascent in Italy given that most current investment is still mainly in upgraded DSL technologies. Nor does Italy yet have a clearly defined national strategy supported by the regulator and government. Such national strategies are now considered paramount across Europe. Public funding from stimulus packages to develop NGNs has been made available in the wake of the global financial crisis, while being aligned with regulatory and legislative measures to ensure wholesale access to fibre networks. These national measures are also sympathetic to European Community (EC) commitments to provide universal broadband across the region during the next few years.
In contrast to these developments, the Italian government has largely suspended contributions from the public purse, preferring to lean on the private sector to invest in broadband nationally. Initial agreements among players to cooperatively develop a national NGN by sharing passive infrastructure and investment costs soured in early 2010, with the result that Telecom Italia, though in parlous financial health, decided to build its own network in parallel with one being jointly developed by Fastweb, Wind and Vodafone. The additional cost and risk of overbuild goes against the grain of the policies being adopted elsewhere in Europe. The plans for these NGNs may unravel unless the regulator provides the conditions appropriate to network infrastructure sharing. The late-2010 Memorandum of Understanding (MoU) between a number of key players may be the catalyst for a better managed NGN from 2011.
