Market Overview

Healthcare Sector a Priority as Angola Kickstarts Infrastructural Development

Angola has one of the fastest-growing economies in the world. The last few years of economic success was marred by the recent economic downturn, compelling the Angolan Government to review its investments and prioritise the redevelopment and rehabilitation of the country’s infrastructure. Major social reform involving the education and healthcare sectors is currently underway and about $33 billion has been allocated for social programmes, including healthcare, in the Angolan spend plan for 2009-2010.

“The Angolan Government has allocated one third of its 2009/2010 spend plan to health and education plans,” notes the analyst of this research. “In April 2010, the Municipal Health Service Strengthening Project was launched with a $72.8 million budget.” The Government’s recognition of the need to develop the country’s socio-economic conditions will drive growth considerably in the healthcare industry. The prevalence and increasing burden of disease, coupled with poor healthcare indicators, will contribute to long-term growth in the healthcare industry in Angola. Training health workers has been part of a massive revitalisation of Angola's health system. More than 200 students have been sent to Cuba, a long-time Angolan partner, to study medicine. The government has built five universities and 45 specialised training schools to increase the number of health workers in the country. As a short-term measure, the government has also brought doctors from Cuba to work in clinics in both urban and rural areas.

Revival of Primary Healthcare Programme to Target Effective Delivery of Healthcare Services

A key challenge to the healthcare industry is the limited access to healthcare services. “Angola’s badly damaged infrastructure makes access to healthcare services and medicines very difficult for the population,” explains the analyst. “Only 30.0 per cent of the population has access to essential medicines.”

Promisingly, the Angolan Government and foreign investors are channelling funds and resources into the rehabilitation and restructuring of the country’s infrastructure. By doing this Angola, has created opportunities in many industries including healthcare. As new hospitals and clinics are being built and equipped, access to healthcare services has increased, especially in the rural areas. “The Ministry of Health plans to revive its primary health care programme,” concludes the analyst. “This strategy represents the best way to deliver effective and comprehensive assistance to the population.”
