Importance in the Romania’s economy

The energy and petroleum products market value (retail, all taxes included) accounted 15.2% of GDP in 2010, up by 1.4 percentage point comparing to 2009 but down by 4.7 percentage points comparing to 2004. By 2020 the market should double to €31.6 bln. The electricity will record the highest growth rate.
Electricity

The evolution of electricity generation during 2004 - 2010 shows the increase of the share of electricity from nuclear power plants from 9.8% to 19.5%, while the share of electricity produced in thermo power plants fell from 60.9% to 47.2%. On medium and long term, the electricity generation sector requires large amounts of investments, most of the capacities having 30-40 years old.

In 2009 the electricity generation dropped by 11% and in 2010 preliminary data shows a slow recovery of up to 3%.

During 2005 - 2010 the electricity prices for households have increased by an average of 2-4% / year and for industrial consumers by 9-11%, depending on the consumption band.

Over the revised period, the turnover of the first 10 power generators rose from €1.7 bln to €2.7 bln. In 2009 their turnover decreased by 15.6% in EUR and 3% in Lei. Overall, on the electricity market of Romania almost 130 suppliers are active.

RES / green energy

Since 2010 wind power is the most developed RES in Romania (except big hydro), further offering great potential for development. The second place is taken by small hydro power plants (less than 10 MW).

Romania has a remarkable potential for wind power. Currently installed turbines have a capacity of 370 MW, but the real potential is 14.000 MW, even if are announced projects for 22.000 MW. However, by 2012 will be actually installed only 1,500 MW and in 2020 could reach 5,000 MW.

The third developed RES market is biomass with two big players involved: Holzindustrie Schweighofer and General Energetic.

Significant investments in PV/solar energy are not launched yet, despite great opportunities offered. Biogas capacities installed are small and serve self-consumption needs of some companies.

Producers of electricity produced from renewable sources receive green certificates. Green certificates are traded on a parallel market, separated from the electricity market, in which bidders are qualified producers and suppliers of electricity. Green certificates are usually listed on the maximum price.

Gas

In Romania are active 6 producers and 64 distributors and suppliers of natural gas. Romgaz and OMV Petrom are the market leaders, covering 87% of total domestic consumption. Russia is the sole suppliers of gas imports and account one quarter of the domestic market. It should keep in mind that on medium and long term Romania will be dependent on gas imports, and the price of imported gas is twice higher than domestic gas.

Heat

About 80% of thermo energy power plants in Romania have been installed in the 70s – 80s. Over the last 10 years were upgraded / modernized some heat & power generation plants, representing 10% of installed power. Central heating services are under the control of local administration. Number of households connected to the district heating network reported to total number of households in municipalities decreased from 60% in 2004 to 51% in 2009.

Challanges

For the next decade, the main challenges of the energy market are linked to the new structure of electricity generation by concentration of power plants in two big players Electra and Hidroenergetica, turn to value the potential of RES, gas supply on free market, investments and improvement of central heating networks, the price of oil, population’s behavior, and trends of group of consumers.
