During the review period, Belgian defense expenditure increased at a CAGR of 3.40%, and in 2010, it was valued at US$3.64 billion. Belgium is an active participant in both NATO (North American Treaty Organization) and the UN (United Nations) peacekeeping missions and counter terrorist measures, and these have stimulated defense expenditure during the review period. In the forecast period, peacekeeping activities will continue to be a factor behind increasing defense expenditure, which is expected to increase at a CAGR of 1.76% and reach US$3.72 billion by 2015. The Belgian defense budget, which stood at 0.8% of GDP in 2010, is expected to decline to 0.7% of GDP by 2015 due to budget reductions.
The capital expenditure allocation of the defense budget, which stood at an average of 22.3% during the review period, is estimated to increase to an average of 24.2% during the forecast period as a result of the Belgian Ministry of Defense’s (MoD) modernization plans for their armed forces. Personnel expenditure, which includes remuneration for the military, accounted for the highest budget allocation in the review period, with 65.2% of the total defense budget. It is expected that this will continue to constitute to be a significant portion of Belgium’s defense budget during the forecast period at an average of 63.2% of total budget.
In the forecast period, Belgium is expected to procure a variety of defense hardware. These include naval surface surveillance, electro-optical surveillance and alerter systems, space-based imaging systems and networked multi-robot systems. Furthermore, the NH90 (new generation helicopter) program, initiated by several NATO countries, is likely to provide Belgium with a technologically-advanced helicopter to support its military and peacekeeping operations
