Effects of the Earthquake in Chile

On February 27 Chile was struck by an 8.8 Richter scale earthquake that brought destruction to important parts of the transport and communications infrastructure across roughly a third of the whole country. The disaster even affected people overseas who were trapped in different parts of the planet as Chile's international airport was shut down for days. Along with the physical rubble, the authorities must now disentangle legal issues such as ascertaining whether some of the more modern elements fell short of the necessary standards or whether the official standards were indeed adequate.
The destruction of traditional, historic buildings was inevitable, but the catalog of severe damage included a surprising number of modern constructions, which led even the most unqualified of observers to question whether key criteria had been overlooked during the design and concession award processes.
The earthquake therefore represents a useful lesson for all involved in these processes, the fruits of which can even be applied to tender processes that were already underway before the disaster struck.
