Peruvian Ports as Future Hubs: The Long Road Ahead

Callao, Peru’s main port terminal, is a natural hub, says an important government official. This reaffirms the suggestion that, in certain levels of Peru's public administration, the intention is to convert not just Callao, but two or three other Peruvian ports, into cargo distribution centers on the South Pacific coast.

After decades of indifference displayed by successive governments toward the port situation, the process of modernizing these terminals was resumed in 2002 with the dual goal of responding to growing demand for foreign trade and becoming a South Pacific distribution center. This process was kicked off by the creation of ANP which, since 2002, has been responsible for the planning, execution, legislation, supervision and advancement of the national port system. This entity drew up the national port development plan in 2005 and promotes private investment in publicly available port terminals and private port development initiatives.

Nevertheless, there are sectors in Peru, mainly private, that think a distribution center requires other conditions that Peruvian terminals do not have today. The lack of modernization of Peruvian port infrastructure and the slowness and negligence shown by successive governments since 1990 to carry out a true reform of the sector are sources of recurrent criticism. Others believe that becoming a South Pacific distribution center is highly dependent on the shipping companies themselves, which, in the end, are the ones who determine the routes their ships take.

The aim of this report is to analyze the current state of Peru's ports and the possibilities of their becoming regional distribution centers. It also seeks to explain the reasons why port modernization in Peru advances much too slowly.
