Brazil: The Promise of a Market Makeover

Brazil's telecommunications sector has seen some drastic changes over the last two years, with the merger of Brasil Telecom and Oi, Vivendi buying into GVT, the launch of the long-awaited national broadband plan, and most recently, Telefónica taking full control of Vivo by buying Portugal Telecom's stake.
Brazil seems to be on a roll, having been virtually untouched by the 2008-09 global financial crisis and abuzz with preparation for the World Cup in 2014 and the Olympics in 2016. However, there is no escaping the fact that the scale of this huge market represents a major logistical challenge for both the government and the sector players.
This report considers whether there are pitfalls lurking behind this rosy veneer, considering that Brazil's telecoms sector has been almost constantly tainted by acrimonious feuds since privatization in 1998.
