Standard & Poor's Ratings Services affirmed its 'BBB' underlying rating (SPUR) on Harris County Municipal Utility District (MUD) No. 290, Texas' existing general obligation debt. The outlook is stable. The rating reflects our view of the district's: High overall net debt burden, and High direct property tax rate. These factors are mitigated, in part, by our view of the district's: Participation in the deep and diverse economy of the Houston MSA, and Strong financial position. An unlimited ad valorem tax levied on all taxable property within the district secures the bonds.
