The rating reflects our view of the district's: Relatively diverse economy anchored by Burlington Northern Santa Fe Railway and access to the Quad Cities metropolitan area and Peoria, Ill.; Very strong reserves on a modified accrual basis of accounting; and "Good" financial management under our Financial Management Assessment (FMA) methodology.
