Abstract
Standard & Poor's Ratings Services assigned its 'AA-' long-term rating to Knox and Warren Counties Community Unit School District No. 205 (Galesburg), Ill.'s series 2011A general obligation (GO) school bonds and series 2011B alternate revenue source GO school bonds. The outlook is stable. The rating reflects our view of the district's: Relatively diverse economy anchored by Burlington Northern Santa Fe Railway and access to the Quad Cities metropolitan area and Peoria, Ill.; Very strong reserves on a modified accrual basis of accounting; and "Good" financial management under our Financial Management Assessment (FMA) methodology. Partially offsetting these credit strengths is our view of the district's adequate income levels and low market value per capita, and a projected decline in enrollment. The
