Renewable Policy Analysis - March, 2011
Summary
This report includes policy updates on the major countries. There are 33 news stories covered in the report. In addition to it, following two articles are covered in detail:
1. Bulgaria Approves New Renewable Energy Bill
The Bulgarian government introduced measures such as Feed in Tariff (FiT) and financial incentives to boost the renewable energy sector. In 2009 the country prepared a draft (Directive 2009/28/EC) to promote renewable energy in the country’s energy mix. The draft was named Renewable and Alternative Energy Sources and Biofuels Act. It was expected that the enforcement of the draft will accelerate the country’s renewable energy capacities. But until now, the government has amended the Feed in Tariff (FiT) and introduced few financial measures to boost renewable energy and postpone Directive 2009/28/EC approval. But the pressure from the European Union to accomplish Bulgarian 2020 targets drove the country to approve the renewable energy bill on February 2, 2011. In this light, the present article analyses the country’s current financial and legislative policies and the policies likely to be enacted by the enforcement of the law.
2. The Cause and Impact of Policy Changes on the European Solar PV Market
In the European Union, countries such as Germany, Spain, France, Italy, the UK and Spain have decided to reduce incentives and/or tariffs for solar PV. The reduction in incentives and/or feed-in tariffs (FiTs) for solar PV projects will significantly hit the sector growth in European markets in 2011 and beyond. The present article attempts address the cause and impact of tariff and policies in the European countries
