Abstract Although Standard & Poor's anticipates a continued weak performance in the German banking system in 2003 based on modest economic growth prospects and as a result of severely depressed unrealized reserves in the banks' financial investments, it remains confident that there are no immediate threats to the overall liquidity and solvency of the banking system as a whole. However, German banks' business and risk profiles have weakened steadily in recent years as a result of the structural weaknesses of the German banking system, the structural problems of the German economy, and management failures--all of which have been sharply aggravated by the cyclical downturn since 2001.
