Abstract Everyone these days seems to have an opinion about banks and capital. The conventional wisdom is that banks need more. But nobody knows precisely how much the world's financial institutions need, nor what the right benchmark is for measuring it. The recent Group of Twenty summit and the Financial Stability Forum have said that Basel II, which banks are just starting to implement, will need to be improved and supplemented by complementary measures. In today's global recessionary environment we believe the marketplace would benefit from a clear capital benchmark, to help participants assess and compare the capital adequacy of banks.
