Abstract
The automotive industry is in a state of transformation: Large-scale consolidation and the bankruptcy of two major automakers are starting to unfold. Although government guarantees or direct funds are providing much-needed liquidity support in some cases, they will not solve the industry's structural problems, in Standard & Poor's Ratings Services' view. They also will not address the auto industry's low profit margins that result from the need to both manage an increasingly complex product portfolio and adapt manufacturing, logistics, and vehicle models to environmental needs. We think some forms of government support could make automakers less competitive if the support restricts their ability to restructure and enhance profitability through such measures as staff cuts and plant relocations or closures.
