Abstract
CHICAGO (Standard & Poor's) April 25, 2011--Standard & Poor's Ratings Services raised its underlying rating (SPUR) to 'A+' from 'A' on Williamson, Jackson, and Franklin Counties Community Unit School District No. 4 (Herrin), Ill.'s previously issued general obligation (GO) debt. At the same time, we assigned our 'A+' long-term rating to the district's series 2011A alternate revenue source GO school bonds and series 2011B taxable GO school limited bonds. The outlook on all ratings is stable. The rating action is based on our view of the district's maintenance of adequate cash reserves in addition to its bond proceeds, despite delayed categorical state aid payments from the state.
