Abstract
The Chilean power sector was the first to be privatized in Latin America in 1982 with the passage of the 1982 sector law, Ley General de Servisios Electricos (Law No. 31.366, DFL No. 1). The law privatized the electricity sector and segmented the industry into generation, transmission, and distribution. The ultimate objective of privatization was to stimulate competition, attract capital investment, and benefit consumers in terms of rates and service quality. The primary tool in establishing most of these goals was a marginal cost-based system for the dispatch of generation, which encourages efficient production.
